Vintage Soviet children’s yo-yo style toy called “Мерцающая звезда” / “Twinkling Star”, made by cooperative “Звезда”. Box states suitable for children from 3 years old.

The twinkling star part is because it makes a certain sound when spunk.

Also like all Soviet childhood memories it's quite depressing and near impossible to spin or yo-yo correctly. Perhaps skill issues.
